Well, the first is obviously true -- you need creative ideas for technological growth, duh! -- and the second and third are false statements about conditions during the time. I actually think the fourth is a good choice: federal "support" for business almost always goes to big business, and usually helps them stifle competition from new, small business, so it actually slows down technological progress. For example, if the federal government had been supporting the transportation business in 1880, it would have been helping livery stables and horse breeders, the Wells Fargo stagecoach business, et cetera, and it would have helped them suppress the development of the automobile, their competitor. But I doubt very much that's the answer your t eacher wants! So I'd go with the first.
