You always always always start with what you are given so your first statement is just repeating what is given, which is "∠2 and ∠5 are supplementary" silly i know, but it's important the reason is "given"

angles 2 and 3 are vertical angles, so that's the reason for line 2 (vertical angles are congruent)

so because < 2 = < 3, we can replace '<2' with '<3' to say < 3 and < 5 are supplementary, so the reason behind line 3 is "substitution"
