If two angles are not supplementary to the same angle, then they are not congruent to each other.

Assuming they mean one of them is supplementary to angle 'X' and the other is not, then the two angles are not congruent. They would only be congruent if they were both supplements of the same angle as supplement means that the total sum of the two angles is 180. So if angle 'X' = 55 degrees, only an angle of value 135 is supplementary to it. So either both equal 55 or they are different.
