and now all you need is the slope which you can get from this line: 2x -5=y

great but since the line we are looking for is perpendicular to this the slope actually has to be a negative reciprocal.
That's fancy math talk of saying - 1/2

now we use the point slope form.
\[y-y_1=m(x-x_1)\]
where \[(x_1,y_1)=(0,6)\]\[m=-\frac{1}{2}\]
