Lol I live close to Norway (In Denmark) and that we don't have a life-sentences is not 100% true. If you are found psychopathic and dangerous to one's surroundings you can serve a life time in "therapy"/jail. However in Scandinavia we are happy to use the word "aggravating circumstances" this can be if the person was totured to death, or choosed to rape and then kill victims... you can say: the more bad thing he does to a victim (even if dead) the more time he will serve.
Fx a man who choosed to kill a kid might get 5 years, if he before he killed the kid raped it as well, the penalty might increases to 7-10 years + the number of people killed is also a important part.
