This is a tricky one. I'd say that the answer was the Atlantic Charter. It promoted ideas, such as cooperation among nations, reduction of barriers to trade, freedom of the seas, and others that eventually made it into the charter of the United Nations as more nations aligned themselves with it. Part of me wants to say that the League of Nations formed the foundation for the UN, but the UN was actually the replacement for it since it failed to prevent war or in resolving a number of pivotal disagreements that eventually sparked WW2. As for NATO, that stands for North Atlantic Treaty Organization which is a collective military alliance promoting defense between the US and a select group of member nations. It's still around today, separate from the UN. And Parliament is simply the law making part of a democratic institution.
