you got y= -x - 3 correctly
now plug this into 3x- 2y = 11
3x- 2y = 11
3x- 2(-x-3) = 11 ... replace y with -x-3 (since y = -x-3)
3x + 2x + 6 = 11
I'll let you finish. Solve that for x. Then use x to find y.

Well you can do any two parallel lines, say
y = x+2
y = x+4
and they won't have any solutions because they never intersect
