an uniform wheel of mass m and radius 'r' set to rotation about central axis perpendicular to its plane and now place the disk on a rough horizontal suface with axis horizontal.because of the friction at contact , the wheel accelerates forward and its rotation decelerates till the wheel starts pure rolling on the surface. find the linear velocity of the wheel after it starts pure rolling?

If I remember well, the remaining velocity is \(\omega_o\,r/3\) First you have to write N's 2nd law, that will yield acceleration and linear velocity. Then you must write net torque to find angular acceleration and rotational speed. Finally, compute slipping velocity and equate to zero to find time \(t_1\) at which rolling begins.
