For problem 12, distribute the 3 on the right side. Then rearrange to get all x on the left side and numbers on the right. If the result has no x left, is the remaining equation true or false? If true, there are infinitely many solutions. If false, there are no solutions. Otherwise, you have a value for x, hopefully 0 or 8 :-) For problem 12, plug x = 5 into the formula. Do you get y = 17? If so, it is a solution, else it is not.
