Who has the responsibility for settling disputes over meaning in the Constitution? Legislative branch Executive branch Judicial branch State branch

All of the first three have claimed that right, and since the Constitution itself is silent on the topic, it's an unsettled question. You're probably expected to answer "the judicial branch," however, because the Supreme Court claimed that right in Marbury v. Madison and the other two branches have generally gone along with it, up to certain not very well defined and explicit limits. That isn't the fully correct choice, but it's the one that will probably get you credit.

Correct. The Constitution says that explicitly.
