For a triangle to be an isosceles triangles, it MUST have ONLY 2 sides congruent (the lengths of 2 sides must be equal. Assuming that the base is not equal to one of the other sides, you should come up with the equation $$P=2x+b$$ where P is the perimeter, 2x is the sum of the lengths of the 2 congruent sides, and b is the length of the base. "plug-in" the numbers to get: 29=2x+15 which simplifies to 14=2x or x=7
