The answer is more subtle than you think

if you bring the charged conductor to an uncharged conductor.. it would first attract cause of induction.. then if it comes in contact.. well now due to conduction both acquire same charge and thus they repel

if you bring it near an insulator.. then it would create dipoles and once it attracts it stays attracted.. (ballon rubbed sticks to the wall

what i mean is.. unlike conductors.. they don't transfer charges.. so .. they stay attracted!

@bhaskarbabu dipoles means two equal but oppisite charges seperated by a distance.For example HCl molecule.
First they will attract due to their masses.But if the second body acquires charge by induction and repels.
