Why is voltage across and current through?

Because the voltage represents the potential difference between or across two terminals, where as the current is the rate of change of charges through a wire, but if you are imagining the voltage as some sort of electric going through a channel, and this is why you are asking, then all you have to do is refer to the definition of voltage...
