@BHudson this is what i find Full Cost Pricing Another way to get to more sustainable economic development is to use [Keyword: full cost pricing]. This involves including the costs of environmental harm in the market price of goods and services. Full cost pricing would encourage producers to invent more resource-efficient and less-polluting methods of production. But it is difficult to put a price tag on the costs of environmental harm, and so this solution may not be used more than it currently is. Did you know that in the US some people will spend $1.60 for a single 16-ounce bottle of bottled water? But we spend about only $2.00 for a thousand gallons of tap water. This makes the cost of bottled water alarmingly high compared to the cost of tap water. In fact, this makes bottled water nearly 1000 times more expensive than tap water. However, the price of bottled water is still quite low if you account for the environmental harm done by all those bottles that get thrown away and that end up filling up our landfills. On the other hand, the very low cost of tap water does not account for the cost of cleaning up our water at the local water treatment plant. Nor does it account for the environmental cost of depleting groundwater resources and diverting water from natural rivers and streams for our (often) wasteful use of it. The costs of these two water sources would both be considered too low by those who advocate full cost pricing systems.

I'd say its true then. You're basically making people pay for an impact that is very difficult to measure in monetary terms.
