It would be less than 56, but I guess I just don't comprehend this.

just divide 56 by 4 to make it 4 times less! That gives you 14. See: 1% = 14 2% = 28 4% = 56 8% = 112 (we don't need this, but who cares?) etc. Now if 1% of a quantity is 14, think about what that means: 1/100 of a quantity is 14. What is the quantity? It's 100 times as much, so...
