They can be, in principle, but then you have to worry about the fact that electrons are charged, so they experience a Lorentz force in addition to any magnetic dipole forces, and they also are quite light, so they tend to be deflected a lot. The silver atoms that were originally used were neutral and heavy enough that they weren't deflected too much.
