if you look at that image I posted, it looks like the answer is some kind of westerlie wind so prevailing westerlies sounds right

Well Jim's map nails them as westerlies. Wiki's map is a bit fuzzier and puts the westerlies more north, but wiki doesn't assign spcific latitides, either. In the end I'd go with Jim's map and call them westerlies.

yes it's true, the water will either be frozen at the poles or in the air as clouds (just two of many places where the water could go)
