Is that "intention" or "institution" ?

what about this (to modify): Cabrini Green was initially established, by the Chicago Housing Authority (CHA), as an inexpensive housing development to provide homes for war workers during World War II. In 1942, it was constructed over the demolished remnants of the slum formerly known as “Little Sicily” or “Little Hell”. Cabrini Green was named after the first American canonized by the Catholic Church, Frances Cabrini.
