The Dawes Act privatized the communal holdings of American Indian tribes as part of an effort to civilize them. Instead of all owning their tribal land together, the Dawes Act forced them to split it up and each own an individual piece. the Indian New Deal allowed them to return to communal ownership, and also granted them the right to local self-government (the tribes could now govern themselves, to a point.)
