What would happen if a new born didn't have all 46 chromosomes in their body ? Would it really affect the child ?

Yes, in many ways. Which ways specifically would depend on which chromosome or chromosomes are missing. But for most chromosomes, the effect would be so severe that the offspring would not develop enough to be born (i.e., would a miscarriage). And for the small set of chromosomes which could be lost, the effect would be severe developmental defects. There has been some work done on miscarried pregnancies, and a surprisingly large proportion of miscarriages in certain populations and circumstances is the effect of chromosomal deletions or other severe abnormalities.
