The United States invaded Iraq in 1991 and 2003. What was different about these invasions? In 1991 the goal was to end the takeover of Kuwait, while in 2003 it was to actually remove Hussein from power. The first invasion was a response to human rights and the other to find weapons of mass destruction. In 1991 the goal was to prevent ethnic cleansing, and in 2003 it was to find Osama bin Laden. The first invasion was unsuccessful, but the second destroyed support for terror there.

The first answer makes the most sense here. Iraq had invaded Kuwait and a coalition for the first "Desert Storm" was created that launched out from Saudi Arabia to drive Hussein's forces from there in '91. The second one was sparked by concern over WMDs in Iraqi hands and ended up removing Hussein completely from power afterwards.

I'm thinking it is A. The main rationale for the 2003 invasion of Iraq was to remove Hussein from power, the weapons of mass destructions were not proven to exist
