what is the difference between current transformer and voltage transformer

Generally to my knowledge transformer is a static device which transforms electricity from one side to other side with electromagnetic induction either by step up or step down. But what is the big difference in construction of transformer when it is voltage t/f or current t/f.
there is no current or voltage transformer, just step up and step down
when you increase voltage , you decrease current and vice versa
But why they are called with different names. I mean, if I had some transformer can I use it as both current t/f and voltage t/f?
