Well it tells me to Find and Sketch (a) u+v, (b) u-v, and (c) 2u-3v 3. u=<2,1>, v=<1,3>

to add any two vectors, you add up the corresponding components

so u+v = <2, 1> + <1, 3> u+v = <2+1, 1+3> u+v = <3, 4>

to sketch it, you can plot the 3 points (2, 1), (1, 3) and (3, 4) these 3 points would be the tips of the vectors. The tails of all 3 vectors would be at the origin (0,0) you could also use the parallelogram law or head-to-tip rule to sketch

the same is done for part b, but you are multiplying each component of v by -1, then you add for part c, you multiply each component of u by 2 and each component of v by -3, then you add
