This is an eyeball problem. Just write it down. It really is that simple.
Is it \[(x + 7)^{2} + (y - 3)^{2} = (6)^{2}\]
or is the -3 supposed to be just 3?
You're turned around. Center at x = 7 leads to (x-7) Center at y = -3 leads to (y+3)

yeah haha. But i have one more question, what if it says the same thing at the beginning but then for the 2nd part it says and passes through (1, -1)?

Providing Center, Radius AND a point on the Circle? Too much information. Center and radius completely define the circle. It's only luck if you hit the point.
