basically whenever you have a small sample and you're trying to make a guess about the corresponding population's attribute (using this sample), then you're using inferential statistics ex: if you have a small sample of people and you're trying to gauge their opinion about a political candidate, then you'll use inferential statistics to try to make this opinion apply to the entire country (like when they say "34% of the people approve of the president", they took a sample of 1000 people and they're trying to make that apply to the entire nation)
