What causes the growth of algae in pools during the winter?

OpenStudy (anonymous):

Some algae species are capable of growing in cold temperatures (not all). Algae grow best in the winter in eutrophic lakes because they have more nutrients (phosphorus and nitrogen) available for them to use as food.
