You can rewrite this as fractional exponents, I think it makes it easier to visualize the simplification.

\[(x^2)^1/4?\]

Exactly, and when you raise a number with exponents to another power you multiply the exponents. So 2*(1/4) is what your x will be raised to, then reduce the fraction and revert back to a radical.
