What is the absolute error for any angle measured in degrees?

Absolute error is the absolute amount of error in a measurement. So if you measured 31 degrees but the actual angle is 30 degrees, then the absolute error is 1 degree.

Isn't it 0.5 degrees? As sometimes angle measured is like 66.5 degrees.

I think you're talking about instrumental uncertainty. Every measuring instrument has a built-in uncertainty that is determined by the precision of the instrument. This value is often taken as a half of the smallest increment of the instrument scale. So if you measure an angle using a normal protractor, then the instrumental uncertainty is +-0.5 degrees.
