yes, http://www.mathwarehouse.com/geometry/circle/tangents-secants-arcs-angles.php shows the theorems you should use. There are proofs for these theorems, but I don't think you have to learn how to prove them. But you do have to know how to use them

the thm is external angle = 1/2 * (far - near) they give the external angle as x they give the near as x the "far arc" is 360-x can you solve for x ?

x=1/2*(360-x)? says "external angle (formed by the tangents) = 1/2 of the "far arc" but the theorem is external angle = 1/2 * (far arc - near arc)
