whats the intermediate Value theorem and how is it related to Synthetic Division?

if f(x) is continuous on (a,c) then it just says that if f(x) = a and f(x') = c and a<=b<=c then there exists x'' such that f(x'') = b. I am not sure how it is related...

in other words, if you have a bucket of water that is full and you empty the bucket by putting a hole in the bottom, then at some point the bucket was half full. :)
