Why might Japanese citizens consider the dropping of the atomic bomb an act of terrorism? because there was a war going on because the intent was to scare the Japanese because nuclear power was used because they were attacked by a larger nation

The Soviet Union always had more nuclear weapons than the United States during the Cold War. The United States had more nuclear weapons than the Soviet Union at the start of the Cold War. At the peak of the Cold War, the United States had amassed 45,000 nuclear weapons.

It was a war crime under the laws of the time, and considering that tens of thousands of noncombatants were killed, pretty much makes it terrorism by definition. Especially since it was purely political decision made by the Truman administration, and had nothing to do with ending the war. The war was over, the Japanese had been trying to surrender for a year. None of the US military leaders wanted to use the bomb or thought it's use was necessary, which pretty much shows what claptrap the "we had to drop it on them to get them to surrender"
