s meaning slope. so if your original equation is \[y=\color{red}{-3}x+2\] the slope perpendicular to it would be \[y=\color{red}{-(-\frac{ 1 }{ 3 })}x+2\]

So yes, you're right, if the original slope is negative, you flip the original and take out the negative.
