I am almost positive it's B because interest groups want to encourage or prevent changes in public policy without having to be elected. Third parties are political parties or independent politicians not wanting to be candidates for office.

I see what you're saying, and that is partially true. However, in most cases, media BRINGS attention to important political issues. Think about it: if the media took public attention away from political issues, how would we all know the issues going on in today's politics, such as controversy with Obama, the election, etc. I think the answer they are looking for is B.
