If f(x,y) =x^2y+3x then fx (1,2)=4. this is wrong right? because fx should be 2x+3 and i just have to plug in x=1 so... 2(1)+3=5(the correct answer)?

What you said is correct. The partial derivative with respect to X in the equation for sure is 2x+ 3 which if you plug in 1 for X you would get 5.
