You've got 360 degrees to divide into 24 equal portions. 360/24 = ? I think you mean "radians" not "radius" for the measure of the angle. 2 pi radians in 360 degrees. radius \(r\) of the equator is 3960 miles, so the circumference is going to be \(C=2\pi r\), and each time zone will be 1/24 of that similar computation for the arctic circle, except the radius will be different, of course.
