I think you made a mistake again! It should be b, cuz the definition for a competitive inhibitor is the inhibitor binding to the active site of an enzyme, blocking the way of a substrate. While a non-competitive inhibitor binds to the regulatory region of the enzyme, thus changing the shape of the active site
