If the lines are parallel then they must have the same slope. So, \[y=-\frac{1}{2}x+5\] is the line of the problem, and the parallel should be, \[y=-\frac{1}{2}x+n\] Now, we force the line to pass trough the point (4,-6), \[-6=-\frac{1}{2}4+n\Rightarrow n=-4\] So the answer is, \[y=-\frac{1}{2}x-4\]
