An IDE is just an Integrated Development Environment and cannot "teach" you how to program. I recommend CS106A Programming Methodologies from Stanford's OCW, http://see.stanford.edu click on the "courses" button.

IDE wise, the one that comes with the language you are going to use or that is most recommended for it. I think it depends on what you want to program ans why. For intro to Computer Science or Computer Engineering, which are the software and hardware engineering degrees, any of the OCW courses that are from an engineering department are probably best. For an intro to just writing useful code, especially for scripting to deal with basic tasks, I like "Python for Informatics," which is a book and video series, all for free. For something that is a bit of an intro to real world programing, not quite as slanted towards engineering, but can go that way if needed, I like the Udacity Intro class. For staring with one of a large selection of languages, letting you see exactly what would need to be installed, and getting into bits of code pretty rapidly, I like The New Boston and Bucky's tutorials.
