Both acts distributed western lands to individuals is the answer. The reason is because the Homestead Act gave land in the Great Plains to anyone willing to farm in the land for ten years, which was especially helpful for African Americans and Europeans. The Dawes Act was given to the Native Americans by the government. This act made reservations to areas in the Great Plains since many settlers were willing to have the land that the Native Americans were settling on. As time went on, the reservations were even smaller and many Native Americans were to become farmers (which was pretty hard) because many Native Americans weren't well aware on how to farm.
