For \(f(x)=\sqrt x\) to be defined, you must have \(x\ge0\); this is the domain of \(f(x)\). So for your function \(f(x)=-\sqrt{2x+4}+3\), for \(f\) to be defined you must have \(2x+4\ge0\).
