no, its simply when you move in straight line with some initial velocity in let's say positive x direction with constant acceleration in negative direction of x( v=v_o -at). There is moment in time when velocity is zero (t=v_o/a) but acceleration is still acting on the object

in SHM there is a moment of time where the velocity of the particle is zero and acceleration is constant..

constant means that acceleration is not changing all the time
