If the question were to label the following statement true or false: Kites and trapezoids are parallolograms. The answer would be false since neither kites nor trapezoids are parallelograms. I don't think this is the case here. I think all you had was a question. If the question read: Are kites and rectangles parallelograms? The answer would be: Kites are not parallelograms, but rectangles are.
