I agree, two. An outlier is a bit of data that is outside the normal range. From a quick look, that is 2. For a detailed look, you would find the standard deviation and see what falls outside the central 67% of the area.

The only part that might make it 3 rather than 2 would be the 25. So hard to completely say 2. But for a basic off the cuff, without doing math, I say 2.
