Alrighty, in the 1400s, there were 3 main rulers in the Incan civilization: Viracocha, Pachacuti, and Topa Inca. Out of these 3, Pachacuti was known for expanding the Incan empire from a fledgling nation to a force to be reckoned with - he conquered a lot of smaller 'nations' in the americas.

The Consuls were basically a sort of council that kept the emperor in check. They had to review decisions and 'okay' them before major political changes could occur.
