The key here is that young men were found to be responsible 57% of the time THEY WERE INVOLVED, so not every accident can be their fault or even 50% their fault

I'd put the second option. Young men weren't in all accidents, and they are only responsible for over half when they are involved, so they probably aren't responsible for over half of the accidents

only when they were involved. You can say they are responsible over half the time when they are involved, but you can't generalize and say they are responsible for over half of all accidents, because they aren't involved in all accidents.
