I'm editing a document that includes the sentence, "The training is intended to take place over a two-week period and consist of approximately 20 hours' worth of work." Is the apostrophe correct for "hours'"? I feel weird about the hours being possessive of the "worth."

I think it is correct, but I did find another grammar mistake you have: 'consist' is a verb for the subject 'the training', right? Since 'training' is singular, you should use 'consists', which is the correct conjugation. :)
