You can start by crossing off the last two chances because 3x+1 is just a line with slope of 3 and y-intercept of 1. Easiest way would probably be to check some of the points, do easy ones. Like, plug in a number for x and solve and it'll give you its Y. For instance, at the point where x=0, y would be? That will give you the answer.

Easiest way is to plug in some numbers for x and make a table and then connect the dots. Keep in mind you can usually figure out how graphs look if you study transformations.
(1/3)^x, when x < 0, it really means \[\frac{ 1 }{ \frac{ 1 }{ 3 }^{x} }\] Should be easy to solve for that, but you can see that the function grows. If x > 0, then it'll continue to get smaller and smaller, just sub in 2 or 3 in for x.
