I find it useful looking at a diagram. It looks like they are using capital letters for the sides, and lower case for the angles. the angle j is assumed to be opposite side J

in that case, the shortest leg is *opposite* the smallest angle. and the longest leg is opposite the largest angle

the side KJ is the side opposite angle L. Because angle L is the smallest angle, side KJ is the shortest leg. what is the middle sized leg ? what is the longest leg ?

the smallest sides are across from the smallest angles, so since angle L is 16 then side JK would be the smallest, and K is the middle so JL would be the second largest, and angle J is the largest so side LK is the largest
