The act effectively ended American neutrality by supplying the British with war supplies. The act helped the Americans remain neutral by providing supplies to both sides of the war. The US supported the allies (britian) against the axis powers (germany). And also, the US was breaking the foreign policy because of the participation of the Lend-Lease act. This made the US change for neutral to non-belligerent country to fight for the allies.

The alternative is prompt and utter destruction." What does this statement indicate about the use of the atomic bomb in World War II? Japanese leaders wanted to surrender before the bomb was dropped. The leaders of Great Britain and the Soviet Union supported dropping the bomb. Great Britain and the Soviet Union had also developed atomic weapons. The Allies did not ask the Japanese government to surrender before dropping the bomb.

A doesn't make sense though because the postdam declaration comes after the bombing. When it talks about utter destruction it is referencing atomic bombs

I get what you're confused at, all u need to do is find out the year when this declaration happened and when did the atomic bomb occurred. The answer is that the declaration was after Truman heard about the successful test of the atomic bomb.
