How do you know when to put an open dot or shaded dot when graphing inequalities?

When the number is less than, or greater than. You use an open dot. It means the number is not included in the answer, but everything really really close to it is. When it is less than or equal to, or greater than or equal to, you use a shaded dot. it means that number is part of the answer.
